But the NoteOff messages for other drums is not always working - I've had it on kick and floor tom and snare on different kits and different libraries (Decades and Roots Sticks) using SD3. I don't recall it happening with other drums previously - only on hi hat close notes.
I repeated my Cubase test with a hardware MIDI monitor connected to the DIN MIDI Out. When Cubase dropped a NoteOff message, it still showed up on the hardware monitor. That pretty much rules out a programming error. I also repeated my Reaper text, and again was not able to reproduce the issue. It seems to be a Cubase bug.

I know from coding VSTs that Cubase doesn't assign a timestamp to MIDI events arriving during a single process call. I suspect they are somehow mixing up the order of messages.

for what it's worth, i just sat down to try and reproduce the problem and did so immediately.

edrumin 1.6.1.5 to tp link usb hub to to mac 2.8 GHz Intel Core i5

mojave 10.14.6

superior drummer 3 decades in logic pro x 10.5.1

bass drum (roland kt10) is key C1

hi hat bow (lemon 15") is key Ab-2

just for reference since it was initially part of the discussion, hi hat pedal (which is not a problem) is key A0

I was getting this problem on earlier builds of eDRUMin and before I started using the usb hub

Can you try to reproduce that result without a hub?

I found a small issue in the hihat levels mode code. Had you opened the pedal editor at some point before the crash?
yes, I was poking around in there. caught! :o

btw is there a way to apply a velocity curve or threshold on the closed pedal chicks?
Often my lighter level pedal downs are lighting up the HH tip hits but not closed pedals.
None of the pedal controls seem to make much of a difference for this issue.

I just saw this now. I've dug a bit deeper into the issue and it appears that problem is not about a missing NoteOff, rather an extra NoteOn. Strange that it's only happening on the usb midi feed.

I wait to be corrected but I believe the velocity curve for pedal notes is done by switching to impact mode, and you’ll need a HH that moves. At first I did not have my VH10 set to impact, and I noticed the pedal notes was always the same velocity. The velocity was controlled by the scaler. When I upgraded to a VH13 I rewatched a HH setup video. In that video I learned about impact mode and I think there was a description in the video and/or manual about dynamic pedal notes using impact.
TD-17KVX, PD-125BK snare, PDX-100 Tom, PDX-12 Toms, PDX-8 Toms, CY-5 splash, CY-15R ride, CY-13R China. eDRUMin 10 with TD-17 slave module. MacBook Pro (16gb RAM and 1TB SSD). SSD5.5 and EZD2. Abelton Live.

looks exactly like the solution I was asking for, but hadn't found yet - thanks!! :)
(add) yeah that made a big difference - can't believe I missed clicking that button...

here it is without the hub in the chain

edrumin 1.6.1.5 to mac 2.8 GHz Intel Core i5

mojave 10.14.6

superior drummer 3 decades in logic pro x 10.5.1

tom (roland pd85) is key G1

hi hat bow (lemon 15") is key Ab-2

it's unpredictable - haven't been able to identify a pattern with it.

just for information, when I've gone in to edit the midi on previous occasions, I've had to delete the long note but have had to replace it with a normal note on the same instrument (e.g. hi-hat, snare) so it's not been a randomly introduced musical note. so whether that means there are two 'NoteOn' messages being sent for those particular musical notes played, I have no idea (I leave that side of things to people like you and just buy the products and play)
