So, if I get this right, Rob,
It's basically having a water source outputting and a certain rate through a tube, and increasing the tube size will not give us more water. The flow is not changed.

From the pictures, all seems well. Not problem using a crossbar like that, and the foam disk looks good too.
It's not the design. Somewhere along, there is a bad connection that's disrupting the signal.
While the head was off, did you try to wiggle the cable going to the piezo?
If that triggers on the eDRUMin, then it would mean either a frayed cable, or a loose solder joint.
The fact that the snare triggers the bass, while no physical connection between them, tells me that might be what's going on.
Otherwise, there could be a loose 1/4" jack insert. if the tab barely touches the tip inside. Does the input jack have a casing or can you see the tabs? You could try to bend the tip and sleeve tabs to make sure they make good contact. It's brand new, so I doubt there would be corrosion or rust on the tabs that would prevent a good signal, but still.. leaving no stones unturned.
If that checks out, then, the only thing I see would be a bad piezo. It happens. Like I said, they are batch produced and one bad one can slip QC once a while.
If you had spare piezos hanging around the house, you could test one by sandwiching it between Dave's foam, and your newly added patch of neoprene.

No problem. I understand the frustrations. My 12” tom drove me crazy until I worked it out. I’ve also had trouble with cables. One cable I had appeared to have a post that was like a 0.5mm too short (bad QA I guess), it wouldn’t stay plugged in all the way so the tip contact was intermittent. Another’s soldering was not done well and the swinging back and forth of the cymbal eventually broke it.
You’re going to want to build a repair kit... extra piezo transducers, extra cables, double sided tape, extra foam and soldering iron/rework station.

Indeed. Having a first aid kit for your e-drums is a must. That list also needs Duct tape!

No doubt work with Dave on this part... we’re making the suggestion for two years from now when that cable gives out or that piezo gives out after being beat on a million times.

Just FYI, I registered a username "Retro Rambler" here, never could figure out how to untie up my first try signing up with RetroRambler back in February. To all the others who posted here also - thank you for your tips and advice, seriously.
I swapped out my Diamond Electronic Drums bass trigger assembly in its entirety with a UFO Drums E-Bridge 22" Bass Trigger Assembly and got that up and running this evening.
I will have some minor tweeking to do for some doubling going on (but it is very adjustable), however I am very, very happy to report that I have OUTSTANDING trigger response with the UFO Drums kick trigger, on the same eDRUMin port, cable, and splitter I was using before.
No velocity curve needed, the calibrate set gain to 2.9, and I have absolutely ZERO trouble pegging the meter. And full range of dynamics.
Please accept my apology for continuing to ask for more gain. It was no fun being in the middle on this situation. No fun at all.
Word is Dave bought an eDRUMin. Hopefully that will lead to some positive changes and updates. Me, I'm going to go play my drums.

Bumping the maximum gain to 12 ED4 ending being useful because it allowed ED4 and ED10 maximum gain settings to produce similar volumes. ED10 has an advantage though, because it uses digitally controlled potentiometers, allowing it to provide high resolution measurements even as the gain is increased. Additionally, it can handle signals that are twice as strong without clipping the input stage.
