I've been playing quite a bit and have not noticed that odd behavior under normal playing circumstances. I went to test this particular behavior on the various Roland, ATV and Lemon cymbals that I'm using and found a similar behavior on an ADC14, however if I adjust the position on my choke ever so slightly (not choking harder just moving my thumb higher on the edge closer to where the switch actually sits under the rubber) the problem goes away, so I believe Robs instincts about a worn or less sensitive switch may be correct. As this particular 14 inch crash was used as a top hihat for quite a bit of its life and the switch is well broken in.

Well, TJ, because of the issues I was having with your cymbal, I removed denouncing of the choke switch. In retrospect, I probably need to put that back in.

Yeah, Sugarfooting it up some more did reveal some inconsistencies but they were very rare and I wasn't very thorough or scientific about it but it would occasionally fail to choke, and I don't know... sometime it felt like there was a bit of a delay? Could be something else going on. Some muting samples sound better than others in SD3/SDX's.
Will have a play around on .20 this evening as a sanity check.

edit: I think I just was grabbing to far in regarding the failed chokes, it's not something I do that much obviously.
And I don't know if there is any reason why, but the chokes did seem more responsive on .20. Not saying I'm not insane though.

I think, after playing with 27 for a few more days there is no issue during normal playing conditions. If I'm spam choking or holding the choke and striking repeatedly it occasionally does something weird but only on the ATV 14 inch (heavily worn) non-issue on the previously guilty CY16RTs. Also I've never tested this behavior on the ATV before either, it's just not a part of my playing style. That particular cymbal is a little funky with all the builds with that style of play. For what that's worth. Speaking strictly for myself I'm a big fan of 27.

I posted build 28 with the debouncing back on the choke. I've been trying 28 for a little while, haven't noticed any issues under normal playing situations. 14 inch ATV is still a little odd on rare occasion (same as previous) but I'm convinced it's a physical issue with that particular cymbal itself. Auto choke hasn't returned on the CY16RTs.
