hi hat soft stepping and SD3

I'm using Superior Drummer 3 and trying to refine my hihat controller to be as realistic as I can make it.
When I make short steps (or even slightly larger steps at low velocity), I noticed that CC values were entering SD3, but no note values. Here's an image showing my edrumin config in the foreground, and you can see SD3 in the background.
You can see the recorded travel out of and back into the green zone, but no note is sent. The threshold is really low (I've always had it set here, which has never been an issue) but I even tried pushing it right down to 1 which didn't help. I'm guessing splash settings have nothing to do with this as it's the "chick" sound I'm trying to trigger, so I haven't touched those settings.
Is there something I could modify or play around with either in edrumin config or in SD3 to have a hi-hat chick at lower speed/travel?
