Rob, is there a setting preventing me from sending PM's? Even people who signed up last week can PM me, but my replies are sitting in the Outbox.

As far as I know, default phpbb behaviour is that your PM will stay in Outbox until the recipient actually reads it. After that, it is moved to the Sent folder.
