Rob, the DRV5056A6QDBZT indicates for Vcc should use a cap, is this necessary for ExpressPedal supplying voltage ? see attachment

Also, is pin assignent to TRS jack correct: Vcc => Ring, Out => Tip, GND => Sleeve ?

The pin assignment is correct and yes, it's advisable to have a 0.1uF cap. Additionally, it would probably be a good idea to have a second larger capacitor for bulk capacitance, especially if the cable is long. 10uF would probably be sufficient.
