Would this allow me more adjustment between the open and closed hihats on a Strike Pro module? Does it store the settings internally or would it have to be connected to a computer?
I use a Roland VH11 hihat on the Strike but cant get the sweet spot of partially open to register currently.

The settings are stored on the module, so once it's setup to your liking, you can just power it via a Roland style 9V brick. I don't have a Strike Pro module to compare with, but I have no issues getting a full range of hihat positions with my VH-10. If you want to buy one and test it, you can always return it for a full refund if you're not satisfied.
