This is a problem I've never been able to resolve when I've tried to use multiple identical keyboards over USB.

If you need to be absolutely sure that associations are maintained every time you boot up, then the maximum is 6. The reason this is possible is because they are not identical devices. Each color of device uses a slightly different firmware such that the OS recognizes it as a different device and loads a separate driver for each color. You end up with MIDI ports called:
MIDI Expression Red, MIDI Expression Blue, MIDI Expression Black etc.
Because they have unique MIDI port names, your associations are never lost.
