I found my issue! I didn't realize there was an advanced option on eDRUMin. I was looking through the manual, realized that was a feature, found the Fast Stepping switch, toggled it, and BOOM! Problem solved! Hope this helps someone else.

I have an issue where when I open and close the hats quickly, it will still send the pedal note, but it stops sending the CC info.
